It was reported late last night that Manchester City had officially placed an opening bid for Declan Rice.
Football Correspondent David Ornstein said:
“Manchester City have lodged an official bid for West Ham United captain Declan Rice.
“The Premier League champions have now made a formal offer of an initial £80million with an extra £10m in add-ons in hope of beating Arsenal to his signature this summer.
“Arsenal are continuing their pursuit of the West Ham midfielder.”
However, he earlier confirmed that West Ham have rejected City’s first bid.
Ornstein states: “West Ham United have rejected Manchester City’s offer for Declan Rice.”
🚨 West Ham have turned down Man City offer for Declan Rice. #MCFC made formal proposal last night worth £80m + £10m add-ons. #WHUFC unimpressed & quickly rejected it. Arsenal have seen 2 bids rebuffed but remain determined to sign 24yo @TheAthleticFC #AFC https://t.co/fwIrQT0F0C

Sources close to Manchester City insist that a bid would not be made if they did not have the “green light” from the player.
Despite entering the race late, Arsenal had left the door open for the European Champions. Thus far placing two low-ball offers for their primary summer transfer target.
